New Labor Codes were notified on 21.11.2025 and no transition period was specified which means they are effective from 21.11.2025. The draft central rules were prepublished on 30.12.2025 for comments within 45 days which is over now. The final central rules for all codes is expected to be notified shortly possibly by end Feb 2026. In parallel, state rules by each state are being drafted for comments before getting notified for each of the 4 codes.
To your question on extension by Ministry of Labor, please note no such extension has been announced. However, it is noted that once final central rules are notified, Govt may announce that the codes are fully operational. As of now, the substantive provisions of the codes are fully operational, and action maybe taken accordingly since the key provisions in codes would remain unchanged even as the rules are being notified.
